FINALLY! This took me a long time to finally get done. She was hard to design and went through a lot of incarnations before finally getting to where she is now.

She, along with =Windnstorm's Sailor Aries, will be leading ~Sailor-Constellation as many of you know. It's exciting to finally have her out in the open, and I hope many of you will be inspired by her

Age: 17

Personality: She acts a bit older than her age, trying to be as respectable as possible. She tries hard to be someone that scouts can look up to and not show any weakness if at all possible. Unfortunately, she can be quick to anger and it can be her downfall in times of pressure. She takes pride in looking as regal as possible, also in attempt to command respect. Kiyo tries very hard to be friendly, but can sometimes come off a bit offbeat when introducing herself to new people. A peeve of hers is that she doesn't have any powers for flight.

How do they open their gate: When Kiyo cracks her whip into the air, she can create a portal before her. The issue is not making it too high up, because she will have to climb into it. Kiyo, when learning how to get this just right, numerously had to leave places by jumping into the air and grabbing ahold of the gate's ledge to pull herself up, much to her dismay.

Attacks:


Weaknesses: Earth elements. She doesn't do well with how they can sometimes deal with issues much quicker and more efficiently than her, despite her experience. In battle, they also stifle her lightning powers.

History: Originally protected by real dragons, the numbers whittled away more and more until they realized it wasn't safe to continue battling for the protection of their gate. Rather than give it up for whatever may come, the dragons passed on their powers to humans. With each incarnation of the guardian, new powers of the dragons grow and fade, and when Kiyo was given reign over the gate at the young age of 14, she began realizing that unlike her predecessor, she wasn't very strong with water at all, and couldn't seem to generate flame. She was sure that the dragons must have passed on some gift to her, but maybe it was all just a big cosmic joke. Had their magic run out? Frustrated while trying and holding many of the family relics and weapons, she cracked at a whip and a stream of lightning shot out-- she had found her power.

How they became a scout: The scout before her, a then 24 year old girl, had a dream of the dragons telling her that her time serving was done. She had served ten full years, and was ready to finally resume a normal life. She knew that the next guardian would be found in a middle school and would have the eyes of a dragon-- when that happened, she would give her a charm of a blossom. Upon meeting Kiyo, she sadly and tearfully gave up her powers to the young girl and wished her the best of luck.

Friends: A one of the earliest members alongside Aries, the two know each other quite well. She's not against meeting new people though, and is set on finding the rest of the scouts.
